In the rule “cycle resolution”, replace the text
If each claim made by the player who influenced the Public last Cycle in their Control message was accurate, or if this is the final Cycle of the Dynasty: first, if a single Player has more Councilmen than every other player, that player gains an amount of Power equal to Y/X, where Y is equal to the total amount of Power owned by all other players combined, and X is to the number of active players.

Then, if this is the final Cycle of the Dynasty: first, if a single Player has more Councilmen than every other player, that player gains an amount of Power equal to Y/X, where Y is equal to the total amount of Power owned by all other players combined, and X is to the number of active players.
Right now the only people who could possibly be motivated to go for the public are the power leader and the council leader. This opens the floor to the runners-up, encouraging more aggressive guessing.

The errors are also present in the current ruleset. I have proposaled a fix.

Um, what? As I read this, the councilmen bonus is unchanged by this proposal. All this does is add a bonus for the successful guesser, and slightly modify the council bonus so it will be triggered by the public being guessed.

A guesswork endgame is still “the final cycle of the dynasty”, so the Council bonus also applies.

fine. its still too big of a bonus. guessing isn’t that bad, especially if you change a few instiutions so half your guesses are for free because they are unpowered.

Both of those problems can be easily addressed with additional proposals. The main issue right now is that the current ruleset makes a guessing endgame almost impossible. It would be much more interesting if someone had a motive to end things rather than run out the clock. Right now only Koen has a reason to do so, and every other player has a motive to stop him from doing so, so the current game dynamic is just a boring holding action while we prolong the game and hope to winning the mine enough times to pass Koen, and Koen hopes we don’t manage to do so.
