Proposal: Balance fix

Can’t be enacted with six votes AGAINST, without a change of vote. Failed by Kevan.

In the objective “Station Raid”, change

D-Ops shall select a random Agent whose Allegiance matches the Allegiance of the raided Station (if any exist), and send both their name and Codename to the raiding Agent.

to

As it is now, all it takes are three successful raids (or a few more if you get duplicate names) to achieve victory. Already, a couple of agents are now apparently grinding for station raids.

I don’t know, raids require some potentially obvious location setup; anyone grinding them is running a significant risk of being Intercepted. And I’m not up to crunching the numbers, but I think the “few more” raids required to avoid repeats is going to be quite hard work when investigating an Allegiance with four or fewer members.

against This reduces the utility of Station Raids to that of Surveillance.  Raids have stricter requirements and higher risk, so they should be worth more.
