Proposal: Charters

Add a rule, “DPG Charters”:

Each DPG has a Group Charter on the Blognomic wiki.  The text of the Charter of a DPG applies to all Gostaks that belong to that DPG.  A Gostak may not modify any Charter unless it allows em to do so.  The text of a Charter may not change this Ruleset or the Blognomic Gamestate.

If any changes have been made to the Charters between now and when this rule is enacted, undo them.

Please read through the text of the Charters.  They’re versions of the base ruleset modified to work as subgames, basically, with a couple extra changes (DEFERENTIAL votes are removed, timespans are shorter, the definition of quorum has been slightly reworked to avoid a monarchal DPG, etc.)

Metadynasties are one of few chances to go fully strange with rules, since other dynasties are restricted by themes.
