Amend the part of Victory and Ascension which reads:
When a DoV is enacted, all other active DoVs are failed
To read:

I felt, with five pending, we might need to think about this.
Killing those that only affect dynastic rules and gamestate, perhaps, but as Josh says, no sense in potentially losing a core fix.
In fact we have a core proposal still under discussion right now.
It is customary for the new emperor to veto any irrelevant pending proposals before posting an ascension address.
Some kind of fix is certainly needed here. If I’d happened to have made any proposals in the previous dynasty after Josh’s contentious core proposal, I would now be unable to make any opening proposals for the new dynasty.
Kevan - it’s a very narrow edge case, especially given that my proposal times out in three hours.
