Amend the part of Victory and Ascension which reads:

When a DoV is enacted, all other active DoVs are failed

To read:

When a DoV is enacted, all other active DoVs and any pending Proposals are failed

against The prerogative should really be up to the next emperor. It would be a shame if an important core rules fix died because it clashed inadvertently with a DoV.

Plus I’m not sure that this should be a CfJ, really.

Some kind of fix is certainly needed here. If I’d happened to have made any proposals in the previous dynasty after Josh’s contentious core proposal, I would now be unable to make any opening proposals for the new dynasty.
