Proposal: Color scheming

Change all the red text (except for old Proposals in the sidebar list) links to something a bit less garish, like #CBE.

In addition, revert the voting icons to the colored boxes used prior to the First Dynasty of 75th Trombone.

for I saw the CBE briefly, it looked good.  certainly a change.
