Replace the text “The Tour Guide cannot cast a vote of DEFERENTIAL” in rule 1.4 with the following:

If the Tour Guide casts a vote of DEFERENTIAL on a proposal, it serves the purpose of cancelling any previous vote on that proposal that was cast by the Tour Guide.
