Create a new subrule under “Homeward Bound”, titled “A Perfect Tan”

A Tourist is considered to have a “Perfect Tan” when they have a Tan score of 15, no more and no less.

Create a new subrule under “Homeward Bound”, titled “Sightseeing”

A Tourist is considered to have “Seen the Sights” when they have a Tourism score of 15 or higher.
