Create a sub-rule to “Clearance Levels”, “UV Citizens”:-

The High-Programmer may replace any references to ‘the High-Programmer’ in the dynastic rules, not including this rule, with, ‘any ULTRAVIOLET Citizen’.

If a majority of EVC’s on this proposal do not include the phrase, “keep ‘em in”, append to the sub-rule “UV Citizens”:-

The High-Programmer may replace any references to ‘Citizens or Officers’ or references to ‘Officers or Citizens’ in the dynastic rules, with, ‘Citizens’, or with ‘Officers’./blockquote>

Give UV Citizens something to do, now that there are UV’s other than myself. Also, fixing some of the issues with some rules effectively not having clearance levels.

Leaving out the ‘<’ was a typographical mistake. Once it makes it to the Ruleset, then
