Proposal: First Ever, Official, Core Proposal

In rule 1.4, “Voting”, replace the sentence:-

In the case of a Proposal, If the Citizen who made the Proposal has not cast a Vote on it, their Vote is counted as FOR.

with:-

If the Citizen who authored a Voting Matter has not cast a Vote on it, their Vote is counted as FOR.

From rule 1.6, “Calls for Judgment”, remove the sentence:-

If the Citizen who made a CfJ has not cast a Vote on it, their Vote is counted as FOR.

From rule 1.9, “Victory and Ascension”, remove the sentence:-

If the Citizen who made a DoV has not cast a Vote on it, their Vote is counted as FOR.

Add a definition to rule 3.1, “Keywords”:-

Dynastic Proposal: A Proposal whose only changes are the creation, deletion, and/or amendment of dynastic rules and/or gamestate defined by dynastic rules.

In the definition of “Voting Icons” in rule 3.1, “Keywords”, change the text:-

to:-

seal.gif

Everything but “dynastic proposal” is cleanup and has no effect on the implementation of the rules.
Dynastic Proposal just complements Core Proposal, making it still easier to use special voting mechanics in a dynasty without making it hard to modify the core rules.
