Good Deed: Improve the Dynasty

I suggest that making a lasting contribution to the dynasty is worthy of Good Deed status.

Improve the Dynasty:
1) Propose a Groundhog Rule
2) Ensure that your Proposal passes
3) Take an action under your new Rule
