Proposal: HOOC award.

Create an ULTRAVIOLET rule, “Hero of our Complex” with no Text.

Create a subrule of “Hero of our Complex”, “Behind Every Great Citizen…”:-

If there is an ULTRAVIOLET Citizen who is not the High-Programmer, then the Citizen with the highest non-ULTRAVIOLET Clearance (if there is one) has Achieved Victory.

Create a subrule of “Hero of our Complex”, “A Shining Example”:-

If any Citizen has a negative Treason score, and that score is at least five less than all other Citizens Treason score, then that Citzen has Achieved Victory.

Create a subrule of “Hero of our Complex”, “The Lone Wolf”:-

If a Citizen has been in a Sector for the past 48 hours, and they have been the only Citizen in that Sector for that entire time, then that Citizen has Achieved Victory.”

If at least 3 EVCs on this proposal contain the name of a subrule which would be created by this proposal, do not create that subrule.

Further VCs SHOULD be subrules of “Hero of our Complex”.

The idea is that scamming to UV might be rather easy, but scamming someone else to UV (with or without their cooperation) might be worth a win.
