Add to the Rule entitled “Clones” (if existing) a subrule entitled “Last man standing”:
If there is at any time only one Citizen who has a Clone-Number of one, this Citizen achieves Victory.
We do this every time, we have “deaths”, don’t we?

At least there should be sth. like “If there is at any time only one Citizen who has been the only Citizen who has a Clone-Number of one for a period of at least 48 hours, this Citizen achieves Victory.”
But dying should be a significant disadvantage (more than resetting some values), any ideas?

However, the more obvious victory condition would be getting a high Clearance level. After all, Clearance is how the Computer rewards trusted Citizens. Staying alive is simply a sign of being competent and not treasonous. Are you implying that we have incompetent and/or treasonous Citizens?
