Enact a new Rule, “Medals”:-
Each Befuddled has an amount of Medals, a number defaulting to zero, tracked in the GNDT. To “award a Medal” to a Befuddled is to increase that Befuddled’s Medals by 1.
In the Rule “Competition”, replace “specify circumstances in which IQ could be transferred” with:-
specify circumstances in which IQ could be transferred and/or Medals awarded
Trying another secondary, non-zero-sum game statistic.

@Darth Cliche: It’s a reference to Agora, which once had a similar rule to our Competitions rule, eventually modifying it to add Medals (with exactly that name!), years after the rule originalyl existed.
Only three Medals ever came into existence, one as part of a scam; the scam Medal and one of the legitimate ones were eventually won.
