Change the text in Law 1.5:
Some Gostaks are Idle, and shall be marked as such in the sidebar. For the purposes of the ruleset, excluding Laws 1.1 and 1.2, idle Gostaks are not counted as Gostaks. Admin may render a Gostak idle if that Gostak has failed to vote for more than a week, or if it has asked to become idle. Admins may un-idle a Gostak at eir request - the Gostak’s personal gamestate retains the values it had immediately prior to eir idling.

1.5 contains all of the procedure for enacting or failing proposals. It would be good if Admins who aren’t actually playing the game could perform all of their administrative functions. Idle Admins can already add new Gostaks by Law 1.2, but cannot enact or fail proposals.

Problem. Law 1.5 says “...if all Gostaks have voted on it and it still cannot be Enacted…”
If this proposal passes, idle Gostaks will be counted here, too.

This doesn’t give idle gostaks the ability to vote, but i suppose it would count votes by gostaks who went idle since their vote. in any case i agree that it would be better to give idle admins powers in a more direct way than tweaking the global idling settings.

Unidle yourself, enact, reidle. There’s no limit to how often you can idle/unidle, and there’s nothing that says that the admin doing the idling/unidling has to be a different Gostak from the one being unidled.
There are some (very stupid) abuses you could do with this, incidentally.
