Proposal: Location, Location, Location

Enact a new ULTRAVIOLET Dynastic Rule called “Location”:

The sector each citizen is in currently is tracked in the GNDT and defaults to their home sector. Whenever a citizen is terminated, set their sector to their home sector.

I don’t want to know how many times this proposal title has been used…

for, but “citizen” should be “Citizen” in my opinion (the enacting Admin can decide whether to capitalize or not).

[Darth Cliche] I know it does not matter, but the first letter _should_ be capitalised, because Citizen is written Citizen everywhere in the Ruleset.

@Ienpw: We already kinda have locations in the form of the Home Sector, but I feel like that’s kind of confusing.
