Proposal: Loophole Slayer

Amend Rule 1.3 by replacing the list with:

  • A Citizen cannot submit a non-Core Proposal if that Citizen already has two or more non-Core Proposals pending.
  • A Citizen cannot submit a Proposal if that Citizen already has three or more Proposals pending.
  • A Citizen cannot submit a Proposal if that Citizen has already submitted two or more Proposals that day.

Replace the definition of Core Proposal with

A Proposal whose changes are limited to the creation, deletion, and/or amendment of core rules and/or the glossary, and/or renaming, banning, and/or the granting or removing of admin status from one or more Citizens.

Currently, you can’t submit a Core Proposal if you have one proposal of each type pending. That means that they merely need to add some random facet to it, maybe correcting a typo in a dynastic rule, and it is non-core and thus legal. Also, the definition of Core Proposal could use a little bit of widening.

Although unintuitively worded, the current rule does resolve to “one Core and two non-Core per 48 hours” if you work it out on the back of an envelope.
