Proposal: Make the Code of Conduct less spammy

Repeal Code of Conduct actions PROPAA, UPPITT, ALEBRK, FNSHHM, and all Code of Conduct actions whose designation contains “NEG”.

The High-Programmer probably wants to replace some of these with versions that are not as spammable
