Motions vs. proposals

I was wondering about the role of various game mechanics such as the GNDT in the new system involving motions. Can motions be made as proposals are most dynasties, involving game mechanics and so on? Do they involve the GNDT?

I’ve made a motion involving the GNDT so I assume anything you can do in a proposal you can do in motions

Alethiophile, You must use motions to do anything a proposal would do in a normal dynasty, except changing core rules or rules 2.1 and 2.2 (for that, use normal proposals).
