I’d like to change my name to ‘90000’ and make my default designation ‘Nine-R-BGN-1’.

Uh…no, actually.  It declares a desire, but that’s it. 

Isn’t there a rule that makes proposals that do nothing fail immediately?  I can’t find it ATM, but I remember it.

But it says, “I’d like to change…,” not the standard, imperative command, “Change….” 

If I say “I’d like to rule the world,” and everyone agrees that that ought to be permitted, that doesn’t mean that I rule the world, does it?
