Call for Judgment: No more anons, Take 2

BlogNomic has had some trouble with anonymous nonsense CfJs recently. Thus, anonymous CfJs should be outlawed.

Remove the text “If the Citizen wishes, he may post anonymously by choosing “Call for Judgment” from the Author drop-down menu on the OPTIONS tab.” from Rule 1.6 Calls for Judgment.
