If it occurs in the ruleset, Replace “, and remove one of its Power Links such that the cycle is broken. ” with “. If a Machine ever has a Power Link to or from a Jammed Machine, it becomes Jammed. Whenever a Dynasty becomes Jammed, immediately remove all Power Links to or from the Machine without making any of the Machines linking to or from it Jammed.

Actually, Retheming requires the enacting admin to edit all later proposals, so if it passes this will end up saying the same thing twice.

Yeah only noticed that after the fact. But ” and remove one of its Power Links such that the cycle is broken.” will only occur the first time, so the second clause will just do nothing.
