One, two, five…. Thog count good
In rule 2.2, change the last line from:
On or after the date 10-4-2008 at 00:00:00 GMT the Candidate with the highest Total Support who is not in debt, provided there are no active debates, has achieved victory.
to read:
On or after the date 10-4-2008 at 00:00:00 GMT the President Thog shall vote each Candidates total support. During this time no actions may be performed. The Candidate with the highest Total Support who is not in debt, provided there are no active debates, has achieved victory.
I figured its the easiest way to count support and keep us from using actions while they are being counted.

Good thing this aint a proposal. How would we end the active debate?

I don’t think the rule change is needed, since the winner would have to make their declaration of victory, and people would have to vote on it.
All this change would do is add a step in between.
