Add a new dynastic rule called “Worker Output”

Some actions are Minor Actions. Each Worker may perform a Minor Action Twice per Day.

Replace “as a daily Action” with “as a Minor Action” in all dynastic rules EXCEPT for Fuel (if it exists).
