In the rule “Staff”, after “A Councillor may not take a Staff Action if they have fewer than 1 Ready Staff.” add:-
A Councillor may not take a Staff Action if they are not part of a Party.
Who are Councillor Brendan’s mysterious volunteers?
(Being barred from Building, and likely from whatever victory condition we eventually work out, seems like a reasonable price for neutrality already.)
Being barred from a victory condition until you take a free action to unbar yourself isn’t any kind of price. That you’d be free to join the optimum Party at the point of victory seems an unambiguous advantage.
