If a Bill Murray with Time Immunity makes an EVC with the name of a single other Bill Murray, that other Bill Murray obtains Time Immunity.
Every Bill Murray who had Time Immunity as this Proposal was enacted has their Happiness increased by 10.

against not a rule, and I don’t think anyone has Time Immunity right now so EVCs on this proposal can’t use its effect. In short, does nothing.
