In Rule 2.2, change the text
Every rule existing in the Blognomic ruleset is considered implicit in each Faction’s Ruleset, even if not written on it.
to
Every rule existing in the Blognomic ruleset is considered implicit in each Faction’s Ruleset, even if not written on it, with the exception of Rule 2.1.
I figure, now that so many problems have arisen, this might have a chance at passing.

It’s ok. It’s not something that’s inherently obvious. Also, you don’t have to vote for your own proposal because you automatically vote for it. CfJs and DoVs, on the other hand, require explicit author votes.

Replace the text “Every rule existing in the Blognomic ruleset is considered implicit in each Faction’s Ruleset, even if not written on it.” in rule 2.2 “Factions” with the text “Every rule in Sections 1 and 3 of the Blognomic ruleset is considered to be in each Faction’s Ruleset. Every rule in Section 2 of the Blognomic ruleset except rule 2.1 “First Metadynasty of Rodlen” is considered as implicit restrictions for which each Faction must adhere, even if the Ruleset of one or more Factions disagrees.”
