Proposal: Quick Repropose

Remove the following text from the rule “Missions”:

Each System whose Severity is not “None” has a 50% chance of having its Severity incremented.

When did modal proposals stop being acceptable, anyway?  It’s equivalent to one proposal that always makes change A, and a second proposal that makes change B conditional on proposal A passing, except it only takes one proposal slot.

Modal proposals are great in theory but confusing to read and implement in reality. Your proposal, for example, looked like a simple change at first glance. Also it makes the proposal marginally harder to discuss because we have to clarify which proposal we want to talk about.

But “majority of EVCs” is not equivalent: if quorum is five, a proposal of “make change A, if majority of EVCs then also make change B”, change B doesn’t require a quorum in favour and can pass with only three players supporting it.

(Requiring instead a quorum of EVCs fixes that, but it means that the clause won’t trigger if the proposal is processed before every pro-EVCer gets to speak.)

I don’t think there’s really a consensus of acceptability, just a few older players being wary of these sorts of proposals, partly on behalf of newer players who might not notice the sleight of hand.
