In Rule 2.2, replace “Each Agent may have a Codename and a Description.” with:-

Each Agent may have a Codename, a Description and an Allegiance.

And add:-

An Agent’s Allegiance, if they have one, can be either US, Soviet or Independent. If an Agent has a Codename but no Allegiance, D-Ops may assign them an Allegiance at random, and contact them privately to inform them of this fact.

for However, I would find it more dramatic to asign an allegiance during gameplay based on random events changing the political map.

for Random teams are likely to work better than self-selected ones, IMO. (I am slightly worried that the teams will either become irrelevant or arbitrarily cut out a subset of BlogNomic from winning, though; this tends to happen, even for no obvious reason.)
