Perform the following actions, in order.
1) Move all rules to the RED section of the Dynastic Rules.
2) Move the following rules to the ULTRAVIOLET section of the Dynastic Rules, along with all of their subrules, subrules of their subrules, etc:
* Clearance Levels
* Clones
* Naming Scheme
3) Set the Clearance Level of all Citizens to RED
4) Set the Clearance Level of lilomar to ULTRAVIOLET
