Proposal: Safe accusations

Enact a new RED Rule entitled “Safe accusations”:

Any Citizen may be accused of belonging to one of the groups enumerated in subrules of the rule “We Are Not Alone.” by a Citizen who is a member of at least one group. The accusing Citizen must post a story post stating one or more accusations of different groups of a single Citizen (other than themselves) of equal or lower Clearance, but for the purposes of resolution, each accusation is treated separately and the membership at the time when the accusation was made is deciding. Once a Citizen has been accused, that Citizen may confirm their membership by posting a comment containing only a FOR vote and the name of the group or deny their membership by posting a comment containing only an AGAINST vote and the name of the group. Only the first such comment will be counted. Failure to respond to an accusation with 72 hours results in the Citizen having implicitly confirmed membership in the group.

All subsequent accusation posts made by a Citizen while they have an unresolved accusation will be ignored. If a Citizen is terminated as a result of having made a false accusation, all subsequent accusations made by that Citizen shall be ignored. Only the High Progammer may resolve a accusation.

To said Rule add a subrule entitled “Mistakes? We don’t make mistakes.”:

If a Citizen is correctly accused of belonging to a group and confirms membership in that group, the accusing Citizen has done great work and gains -4 Treason points by the High-Programmer. The accused Citizen is considered rather treasonous but contrite and is given 4 Treason points by the High-Programmer and stripped of his membership in that group. The accusation is then resolved.

To said Rule add a subrule entitled “Complaints”:

If a Citizen is correctly accused of belonging to a group and denies membership in that group, the accusing Citizen has had his witch hunt snagged on procedural error and is awarded nothing. The accused Citizen is somehow caught after the investigation is over and is terminated by the High-Programmer, gains 2 Treason points and is stripped of his membership in all groups. The accusation is then resolved.

To said Rule add a subrule entitled “Information Transit got the wrong man. I got the *right* man.”:

If a Citizen is falsely accused of belonging to a group and confirms membership in that group, the accusing Citizen was just doing his job and receives -1 treason point. The accused Citizen is considered quite treasonous and gains 1 Treason points, but the High-Programmer may (and should) send that Citizen a PM indicating that the Citizen has been given membership in that group (and if they do so, that Citizen joins that group). The accusation is then resolved.

To said Rule ass a subrule entitled “Help, help, I’m being repressed!”:

If a Citizen is falsely accused of belonging to a group and denies membership in that group, the accusing Citizen is highly treasonous and gains 6 Treason points. The accusation is then resolved.

Make accusations safer (only different groups and no self accusations). Additionally the Treason gained by both the accusing and accused Citizen is now 0 or higher, so team play scams are not possible.

against Not really a fan of the accusation mechanic. It was never used to increase the feel of paranoia, just as a scammable way to gain points.
