Proposal: Since I did an ais523 on the last one

Create a new rule, “Victory [251 points]”:

As a weekly action, any player may declare victory.

against Too quick; if Bucky, Ais523 and I could agree on a winner, we could end the dynasty at any point. Victory conditions are more interesting if other players have a little time to spot them coming and react.
