In the ruleset, replace “If a Dynasty has no Historical Information listed, that dynasty is considered Lost.”
with “If a Dynasty other than Dynasty 100 has no Historical Information listed, that Dynasty is considered Lost.”
This is not really important maybe, but “If a Dynasty has no Historical Information listed, that dynasty is considered Lost. Dynasty 100 cannot be Lost.” sounds like a contradiction to me, since the UTD only lists Dynasties 1 to 99.

“If both contradicting parts are a Core Rule, or if both of them are a Dynastic Rule, the part with more limited scope applies. (e.g. if the rules “Time Monks may Kick each other” and “Time Monks may not kick each other on Tuesdays” exist, and it is Tuesday, Time Monks may not Kick each other.)”
The line about dynasty 100 is more limited in scope, and so it applies. No contradiction.
