Add a new dynastic rule called “Overcharge” and give it the following text

Any time an Orc performs part of an action which requires them to use one of their Stats, they may treat that Stat as X higher than its actual value, where X is a positive integer that does not exceed the Orc’s own value for that Stat. Immediately after using that Stat, they must then reduce their value for that Stat by X.

Lets you go all in for big plays

against Clucky would only need a couple more Potions of Strength to be able to kill the Dragon with a single blow, under this rule.

I’d still need like 48 total strength to one shot it. (not to mention still need to be able to hit the thing)

“Treat stat as X higher” means “double that stat” if you’re happy to burn it to zero (which you may as well do if it means you win the game). To do 50 dead-shot damage to the dragon and kill it in one blow, you need a base Strength of 45 - or a base Strength of 23 with this proposed doubling rule. Clucky is only three potions away from that, and already has the resources to craft two.
