Append the following to the rule ‘Operations’:
An Operation Proposal is a proposal whose effects are limited to the addition, removal, or amendment of no more than five bullet points to the list of operations in this rule. When an Operation Proposal is adopted, its author earns 1 Respect. A Worker may submit an Operation Proposal when that player has exactly two Proposals Pending, unless both of that Worker’s Pending Proposals are themselves Operation Proposals. This does not allow the Worker to violate any other restriction on the submission of Proposals other than the limit of two Pending Proposals at once.

It’s too hard at the moment, I think.
I’ll repropose without the respect bonus if this fails, but I’d like to ensure that some bonus remains attached to Operation Proposals.

How can you say its too hard? The only recommendation so far passed… maybe it could be a little easier, but this makes it way too easy. Its *supposed* to be hard to get up to five reputation. This way, either I make a bunch of Operation Proposals and get enough reputation to get the crane in a week, or people need to vote against proposals that add new mechanics, not because those mechanics suck but because the benefit the proposer gets from the proposal passing is too great.
