Create a RED rule, entitled “Reactor Leak” with the following text:

A Citizen or Officer may have a mutation. A Citizen or Officer has the type of mutation that the High-Programmer tells them they have. If the High-Programmer does not a tell a Citizen or Officer that they have a mutation, then that Citizen or Officer does not have a mutation. All mutations must be a type of mutation that has the same name as a subrule of this rule. A subrule of this rule only applies to a Citizen or Officer if that Citizen or Officer’s type of mutation has the same name as the subrule in question, unless stated otherwise in that subrule.

Basic framework for defects in your DNA, tried to make it flexible enough to easily add things like registered and unregistered. There maybe redundancies, but only because I wanted to make sure that there wasn’t anything wrong. Heck, I’m even double-checking this flavour text to make sure I won’t miscommunicate. Also, the way the High-Programmer should tell people of their mutancies is unspecified so that to let everyone know or not is their choice. I really hope that plenty of mutations will be added and that I haven’t botched a another proposal!

I like the idea, but the excessive use of “Citizen or Officer” to avoid the Clearance Level rules is a no-go.

Would support a re-propose with “Citizen or Officer” changed to “Citizen”.
