Create a new Dynastic Rule, titled “Ignoring Rules”, with the following text:
A Tourist may, as a Weekly Action, choose to Ignore a specified Dynastic Rule for the purpose of performing a single specified action. The action’s legality and effects are determined as if the Rule didn’t exist.
At least, they’re enforced laxly enough that tourists can get away with ignoring them once in a while. If a lot of Dynastic Rules are enacted, this could provide an interesting means to achieve victory.
My first real proposal, don’t be _too_ harsh.
