Give Dynastic Rule 2.8 the title, “Prize Fund.”

Because it’s ugly to have Rules with no titles.

I must stop doing that. (It’s a holdover from other nomics I play, in which the equivalent of an enacting admin can name unnamed rules when creating them.)
