Proposal: Too many people make me uncomforatable.

Create a subrule of Locations “Crowded” with the text:

A Crowd is considered 1/x of the number of Tourist, rounded down, where x is 1 less than the number of Locations,

If a Tourist changes their location to a Location which a Crowd or more Tourist have their location currently set to, that Tourist shall increase their stress by 1.
