Unblocking a Chakra: Dynasty 5

I am the Labor Union Leader.  I have at least 5 credits if the rule defining them is considered to be a dynastic rule, and perhaps two others (although those are from the proposal rule, so probably not).  Nobody else has any credits, since I mapped credits to the previously unused column 9.

The rule “Labor Union” says “If the Labour Union Leader’s credits exceed those of all the Government Officials put together, a new dynasty will begin and the Labour Union Leader will become the new Emperor.”  I interpret that as an idiomatic way of causing me to achieve victory rather than a direct replacement of the Time Buddha; a second opinion on this is welcome, however.

There’s a couple of problems with this: the lack of a final ruleset, and the issue that GNDT stats have to be mapped “in the order that those GNDT fields are mentioned in the ruleset”, so mapping Credits to 9 is unverifiable, due to the lack of a final ruleset, but almost certainly not correct.

I’m reverting the Chakra, I think; I’m not sure if the second issue is enough to disqualify the victory, but I’m certain that the first is.

Also, the rule “Labor Union” is not a dynastic rule until the Time Buddha posts to the blog to say that it is, so you can’t use it.
