Can I ask if this is purely because of the “every person has at least a small chance to win the dynasty” mechanic, or if you have some other reason for sitting through an entire dynasty without (as far as I remember) playing the game at all, or even voting?

The primary activity of Nomic is proposing changes in the rules, debating the wisdom of changing them in that way, voting on the changes, deciding what can and cannot be done afterwards, and doing it.
