Add a new subrule 1.4.1 (Vote Editing) after rule 1.4 (Voting)

Admins are capable of editing the comments of other Members of the Staff, but although this is frowned upon, it is not illegal. However, if an Admin intentionally uses this ability to change the vote of another Member of the Staff, then they shall be stripped of their Admin status.

against How can it be proven?  How can you figure out who edited the comment?  The answer is…you CAN’T.

Is there not a way for Admins to see who has edited a comment?

There is no way.  In fact, the only reason Admins can edit comments is because of a bug in EE.
