Add to the first part of the Glossary:
* All changes to the Ruleset and/or Gamestate mandated by a Proposal shall have effect simultaneously at the time of its enactment. Any change mandated by a Proposal which would linger for later triggering is void, unless it is made part of the Ruleset.

That much is obvious, Chronos. But why is _that_ a good idea? I agree that sometimes it is sloppy proposal writing to not add stuff to the ruleset, and I usually find myself voting against such proposals. But if a Proposal gets enough support to be enacted, why shouldn’t it be allowed to have a future effect?
As for my first comment, forgive me for stating my moral opinion as fact (although, to be honest, I am not convinced that there is anything that a carefully crafted proposal cannot do to the game). I merely meant that a Proposal _should_ be able to do anything.

Rules 1.2 and 1.5 could maybe use some tweaking to clarify that a Proposal should affect Ruleset or Gamestate and then die, but this isn’t the way to go. (Which could also subsume the first bullet point of the Glossary. The Glossary’s been a mess for far too long.)
