In the rule “Tampering”, change the text
Upon receiving a Tamper message from a Crewmember
to
Upon receiving a Tamper message from a Crewmember that names a System with no pending Mission
This rule still has terrible consequences for Humans, but this would at least prevent Team Android from totally destroying an undamaged System in one go.
Kevan: Tampered missions, with the tamperer not on the response team, can still be Sabotaged.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.

I’m not sure that a Tampered Mission actually does anything other than “fail” that Mission, causing Clearance changes. It doesn’t appear to specify that any Severity changes are made to Systems.
