Proposal: Believe in Tangerine

Times out and passes, 2-1. Enacted by Brendan.

Adminned at 01 Nov 2016 20:48:32 UTC

Replace the phrase “aggrieved vectorine” in the Ruleset with “achieved victory.”

The tentative victory condition passed with no Against votes and few people interested in riders; seems sensible to wire it up.

Proposal: Victory Buffet

Timed out / quorumed 3 votes to 0. Enacted by Kevan with no EVC riders getting two approvals.

Adminned at 29 Oct 2016 21:17:13 UTC

Replace the final paragraph of “Government” with:-

As a daily communal action which is also an Atomic Action, and which may only be taken on Mondays, Wednesdays and Fridays, a Councillor may call an Election by:

  • If a single Party is supported by more Constituencies than every other Party, then updating the Government to be that Party.
  • Increasing the Will of all Councillors who are part of the Government Party by 1.
  • Posting a blog entry announcing which Party each Constituency Supports, which Party is now in Government, and which Councillors gained Will from this Election.

If, at the time of an Election, a Councillor has fulfilled the following conditions:

  • the Councillor is part of the Government Party
  • the Councillor has more Will than any other Councillor

then they have aggrieved vectorine.

If more than half of the EVCs on this Proposal contain the word “POPULAR” then add the following to the second bulleted list above:

  • the Councillor is Popular

If more than half of the EVCs on this Proposal contain the word “TRANSITION” then add the following to the second bulleted list above:

  • the Councillor has at least 4 Ready Staff

If more than half of the EVCs on this Proposal contain the word “DEMOGRAPHIC” then add the following to the second bulleted list above:

  • the Councillor represents a Constituency which has fewer than 10 Blocks

If more than half of the EVCs on this Proposal contain the word “GRASSROOTS” then add the following to the second bulleted list above:

  • the Councillor is part of the Party with Grassroots Support

If more than half of the EVCs on this Proposal contain the word “UNWILLING” then remove the item “the Councillor has more Will than any other Councillor” from the second bulleted list above.

If you have suggestions for tweaking this, please add note commentary so I can consider it. If you don’t like this general framework for a victory condition, please, please propose your own.

Proposal: Up on the Strange

Times out 2-0 and has no effect. Enacted by Brendan.

Adminned at 28 Oct 2016 20:30:11 UTC

If “Double-Crossing the Floor” enacted, this proposal has no effect.

If Matt included the word “Charm” or “Down” (but not both) in their comments on this proposal, then set Matt’s Party to that included word.

If Viv included the word “Charm” or “Down” (but not both) in their comments on this proposal, then set Viv’s Party to that included word.

Trying that again.

Proposal: Down on the Charm

Self-killed. Failed by Brendan.

Adminned at 28 Oct 2016 20:07:06 UTC

If “Double-Crossing the Floor” failed, this proposal has no effect.

If Matt included the word “Charm” or “Down” (but not both) in their comments on this proposal, then set Matt’s Party to that included word.

If Viv included the word “Charm” or “Down” (but not both) in their comments on this proposal, then set Viv’s Party to that included word.

Simple party-switching proposal that only affects the two players in minority parties.

Proposal: Double-Crossing the Floor

Times out 2-1. Enacted by Brendan.

Adminned at 28 Oct 2016 20:06:21 UTC

Add to the rule “Party Lines” the following:

If a Councillor’s Constituency is Unified, and that Constituency Supports a Party the Councillor is not part of, that Councillor may change their Party to the one their Constituency Supports by updating the GNDT to this effect.

Proposal: Crossing the Floor

Self-killed. Failed by Kevan.

Adminned at 26 Oct 2016 13:39:16 UTC

To “Party Lines”, add:-

If they have not done so already during the dynasty, a Councillor may change their Party to the Party supported by more Blocks than any other in the Constituency they represent.

Proposal: Power Rangers Reboot

Can’t enact with fewer than a quorum not voting against. Failed by Kevan.

Adminned at 24 Oct 2016 22:32:12 UTC

  • If a single Party is supported by more Constituencies than every other Party, then updating the Government to be that Party.
  • Increasing the Will of all Councillors who are part of the Government Party by 1.
  • Posting a blog entry announcing which Party each Constituency Supports, which Party is now in Government, and which Councillors gained Will from this Election.

If a Councillor has 6 or more Will, and more Will than every other Councillor, and is part of the Government Party, then they have achieved victory.

Streamlined and reproposed. Since the last version timed out.

Proposal: RSVP

Reached quorum 3 votes to 1. Enacted by Kevan.

Adminned at 24 Oct 2016 09:16:42 UTC

In the rule “Staff”, after “A Councillor may not take a Staff Action if they have fewer than 1 Ready Staff.” add:-

A Councillor may not take a Staff Action if they are not part of a Party.

Proposal: There Are Many Like It, But This One is Mine

Timed out 1 vote to 2. Failed by Kevan.

Adminned at 21 Oct 2016 14:39:52 UTC

In the rule Campaign after

When a Councillor Campaigns, they choose one block of Auld Anchorage and change its Party to any other Party as long as at least two adjacent blocks are of the new Party.

add:

If the block being Campaigned is with the Councillor’s Constituency, the Party may be changed without the requirement of two adjacent blocks.

It seems only fitting that one should be able to change the Party in their own Constituency.

Proposal: Oh-Regional

Timed out 1 vote to 2. Failed by Kevan.

Adminned at 21 Oct 2016 14:39:44 UTC

In the main body of the rule Auld Anchorage after the sentence, “Two blocks are adjacent if they share a border on the grid.”, add:

Two blocks are Regional if the difference between their respective row and their respective column values in Auld Anchorage are both one or less.

Adjacency is very limiting.

Wednesday Election

The ballots are counted:-

  • Grapnel West: 10 Charm
  • Grapnel East: 7 Charm, 3 Down
  • Northill: 5 Down, 4 Up
  • Brucetown: 7 Down, 1 Up
  • Anchorage: 3 Down, 2 Up, 2 Charm, 2 Strange

The Neutral Zone

Proposal: Power Rangers

Timed out 2 votes to 2. Failed by Kevan.

Adminned at 20 Oct 2016 10:40:19 UTC

Replace the final paragraph of “Government” with:-

As a daily communal action which is also an Atomic Action, and which may only be taken on Mondays, Wednesdays and Fridays, a Councillor may call an Election by:

  • If a single Party is supported by more Constituencies than every other Party, then updating the Government to be that Party.
  • Increasing the Power of all Senior Councillors of the Government Party by 1.
  • Posting a blog entry announcing which Party each Constituency Supports, which Party is now in Government, and which Councillors gained Power from this Election.

If a Councillor has 5 or more Power, and more Power than every other Councillor, then they have achieved victory.

Rename “Will and Momentum” to “Will, Power and Momentum”, and add to the first paragraph:-

Each Councillor has an amount of Power, a number tracked in the GNDT which defaults to zero.

To “Party Lines”, add:-

If a Councillor has the highest or joint-highest Will in their Party, that Councillor is Senior; otherwise they are Junior.

Trying a more gradated victory condition.

In “Zoning Targets”, replace “Marking the corresponding block on the map of Auld Anchorage as a Zoning Target” with:-

Proposal: That’s Life

Timed out 2 votes to 1. Enacted by Kevan.

Adminned at 17 Oct 2016 08:46:20 UTC

In “Campaign”, change both instances of “at least one adjacent block is” to:-

at least two adjacent blocks are

It feels wrong that in a gerrymandering dynasty it’s often more efficient to use a Campaign to wrangle the constituencies into line.

Friday Election Results

Results are in:-

  • Grapnel West: 10 Charm
  • Grapnel East: 4 Down, 3 Charm, 1 Strange, 1 Up

Proposal: You Can Fight City Hall

Timed out 2 votes to 1. Enacted by Kevan.

Adminned at 16 Oct 2016 16:47:50 UTC

Add a new rule, “The Mayor”:-

If the Mayor has achieved victory, he may call a Town Meeting by posting a blog post to this effect. Councillors may respond in its comments with ideas for the future of the island.

If a Town Meeting has been called and is more than 12 hours old, the Mayor may nominate any Councillor to become the Deputy Mayor: upon doing so, the Deputy Mayor achieves victory.

If a Town Meeting has been called, a Councillor may only declare victory if they are the Deputy Mayor.

May as well give myself some skin in the game. (Per core rules the Mayor can’t declare victory in his own dynasty, but adding a reason to win gives me a reason to play properly.)

Proposal: A Fantasy World Where Qualifications Matter

Timed out 1 vote to 2. Failed by Kevan.

Adminned at 15 Oct 2016 19:10:00 UTC

Add to the end of the rule “Government” the following:

In addition, if upon completion of an Election, a single Councillor fulfills all the following criteria:

  • They are part of the Party that is In Power
  • They are part of the Party that has Grassroots Support
  • They are Popular
  • They have more Will than any other Councillor

then that Councillor has achieved victory.

Proposal: Hands Off

Timed out 3 votes to 0. Enacted by Kevan.

Adminned at 14 Oct 2016 11:40:45 UTC

In “Gerrymander”, replace “If the Constituency being changed from is represented by a Councillor other than the Councillor taking the action, then the block now supports no Party.” with:

If the Constituency being changed to is represented by the Councillor taking the action, then the block now supports no Party.

Looks like the Party-blanking penalty may be deterring good old-fashioned election-rigging gerrymandering of distant boroughs. Changing it from “blanked if you take it from someone else” to “blanked if you give it to yourself”.

Proposal: Politicalculus

Times out and passes 3-0. Enacted by Brendan.

Adminned at 13 Oct 2016 17:42:38 UTC

Change the first two bullets in the rule “Gerrymander” to:

  • A Constituency may not have fewer than 8 blocks.
  • A Constituency may not have more than 12 blocks.

Because of the way this is phrased, I keep getting it wrong, and I’m not the only one.

Proposal: Catch More Gadflies

Rewrite the second paragraph of the rule “Buildings” to read

As a Staff Action, a Councillor who is part of a Party which is in Power may remove a Zoning Target from the map and replace it with a Building. As a Staff Action which has an additional cost of 1 Will, any Councillor may remove a Zoning Target from the map and replace it with a Building. Valid Buildings are:

Proposal: Fountain of Coffee

Reached quorum 4 votes to 0. Enacted by Kevan.

Adminned at 12 Oct 2016 11:59:12 UTC

Append to “Buildings”:

Coffee Shop (@) For each Block with a Coffee Shop in a Councillor’s Constituency, that Councillor has an Office Efficiency one higher than it would otherwise be.
Newspaper (◊) For each Block with a Newspaper in a Councillor’s Constituency, that Councillor, when identifying a Zoning Target (following rolling the dice but prior to marking the map), may make a comment in the GNDT that they will reroll a die (whether the former or latter is to be rerolled must be specified). If they do so, they must then roll DICE10 and replace the previously specified die roll with the new one.

I still do want those buildings in.

Proposal: Absolutely Kudzu

Times out at quorum and passes, 4-1. Enacted by Brendan.

Adminned at 11 Oct 2016 17:10:41 UTC

In the rule “Campaign”, replace “As a Staff Action” with “As a Staff Action which is also an Atomic Action”, and add the sentence:-

If the new Party has Grassroots Support, the Councillor may then choose another block of Auld Anchorage and change its Party to the Party with Grassroots Support, as long as at least one adjacent block is of that Party.

Replace “If a single Party has more Momentum than any other Party, that Party is said to be In Power.” with:-

If a single Party has more Momentum than any other Party, that Party is said to have Grassroots Support.

Suggesting a clearer metaphor for Momentum, as I don’t understand the current one - this makes it how much momentum-towards-power a Party has, and allows its Campaigns to spread twice as fast.

Proposal: Who’s In Control?

Times out at quorum and passes, 4-0. Enacted by Brendan.

Adminned at 11 Oct 2016 17:08:16 UTC

Add a subrule to “Auld Anchorage”, called “Government”:-

The Government of Anchorage may be any one of the Parties, or None. This is tracked on the Auld Anchorage wiki page, and defaults to None.

As a daily communal action, a Councillor may call an Election by posting a blog entry to this effect. Upon doing so, if a single Party is supported by more Constituencies than every other Party, then that Party becomes the Government.

Replace “If a single Party is supported by more Constituencies than every other Party, then that Party is said to be In Power.” with:-

A Party which is the Government is said to be In Power.

Would be easier to have “Party with most constituency” as a lagging game variable which we occasionally update loudly and manually, rather than an awkward-to-calculate one that changes silently and automatically (and which we have to recheck every time we want to use it).

Proposal: Reclaiming the Stapler

Timed out 3 votes to 0. Enacted by Kevan.

Adminned at 08 Oct 2016 18:26:26 UTC

In “Staff”, replace “As a Daily Communal Action, any Councillor may increase every Councillor’s Ready Staff by that Councillor’s Office Efficiency.” with:

As a Daily Communal Action, any Councillor may Brief every Councillor. Briefing a Councillor means increasing their Ready Staff by their Office Efficiency.

It was noted at the time of proposal that this wording was ambiguous - I’m not sure if Matt giving me 2 Ready Staff from my 3 Staff just now was a mistake or an intentional reading as “increase Kevan’s Ready Staff by Matt’s Office Efficiency”.

Call for Judgment: Charm Offensive

Timed out 3 votes to 0. Enacted by Kevan.

Adminned at 08 Oct 2016 10:13:02 UTC

In “Party Lines”, replace “Each Councillor is part of one of the four Parties, and this is tracked in the GNDT.” with:

Each Councillor may be part of one of the four Parties, and this is tracked in the GNDT.

Then set every Councillor’s Party to nothing. Then set Josh and Kevan’s Party to “Down”, Matt’s Party to “Strange” and Viv’s Party to “Up”. Consider all game actions taken so far based on Councillors’ Party values to have been taken as if every Councillor had always been able to be part of no Party.

The phrasing “Each Councillor is part of one of the four Parties” means that every Councillor has to belong to one of the four Parties at all times, and that “no party” isn’t a legal Party status.

The glossary says that “If a game variable has no defined starting value, then that starting value is [...] the alphabetically earliest legal text string it may take”, so we are all (and always have been) part of the Charm Party.

Proposal: Party People

Timed out 2 votes to 0. Enacted by Kevan.

Adminned at 08 Oct 2016 10:17:29 UTC

If the either of the phrases “a Councillor who supports a Party” and “a Councillor whose Constituency supports a Party” exists in the ruleset, replace it with:

a Councillor who is part of a Party

Counterpoint to the previous proposal. It’s being “part of” the ruling party that lets you build anywhere in Auld Anchorage. The people of Northill supporting Strange under a Charm Councillor shouldn’t allow that Councillor to build in Herreshoff, under a Strange Government.

Thursday, October 06, 2016

Proposal: Councillor Support

Timed out 1 vote to 2. Failed by Kevan.

Adminned at 08 Oct 2016 08:10:08 UTC

In the Rule, “Buildings”, change:

a Councillor who supports a Party

to

a Councillor whose Constituency supports a Party

The Ruleset does not currently say that a Councillor “supports” a party but rather has “joined” or “is a member of”. Constituencies support parties;  blocks support parties; councillors do not. This rule will fix this inconsistency. Replacing Zoning Targets with Buildings requires SUPPORT, which does not exist for Councillors.

Proposal: Will -> Power

Times out 2-1. Enacted by Brendan.

Adminned at 07 Oct 2016 17:25:13 UTC

Rewrite the paragraph that begins “If a single Party is supported by more Blocks in a Constituency” in the rule “Auld Anchorage” to read

If a single Party is supported by more Blocks in a Constituency than every other Party in that Constituency, then that Constituency is said to support that Party.

If a single Party is supported by more Constituencies than every other Party, then that Party is said to be In Power. If a single Party has more Momentum than any other Party, that Party is said to be In Power.

Proposal: Legality of Readiness

Times out 3 votes to 0. Enacted by Kevan.

Adminned at 06 Oct 2016 16:33:04 UTC

Add to the end of the rule Staff:

Councillors that perform Staff Actions that are ruled illegal do not regain Ready staff per the reverting procedure in the rule Atomic Actions.

This is to prevent councilors from performing illegal actions like rolling for new zoning targets without ramifications. “Legality” per the current dynasty does not look to be defined in Fair Play.

Timed out 2 votes to 2. Failed by Kevan.

Append to “Buildings”:

Newspaper (◊) For each Block with a Newspaper in a Councillor’s Constituency, that Councillor, when identifying a Zoning Target (following rolling the dice but prior to marking the map), may make a comment in the GNDT that they will reroll a die (whether the former or latter is to be rerolled must be specified). Proposal: Musical Chairs

Times out and passes 4-0. Enacted by Brendan.

Adminned at 06 Oct 2016 06:05:39 UTC

To “Council Duties”, add:-

If two or more Councillors represent the same Constituency, then for the purposes of all other rules the Councillor among them who was most recently the sole representative of that Constituency is the only Councillor who represents it.

Any Councillor with at least 1 Ready Staff may cease to represent their Constituency at any time by setting their Ready Staff to zero.

Covering the case where an old player unidles into a Constituency which has since been taken over by somebody else (as may happen with ShareDVI and Herreshoff). And a mechanic for abandoning an unwanted Constituency is probably useful anyway.

Empty Seat

ShareDVI idles out after eight days of inactivity. Quorum drops to 5, and Herreshoff is back up for grabs.

Proposal: Day of the Cranes

Timed out 4 votes to 2. Enacted by Kevan.

Adminned at 03 Oct 2016 19:02:53 UTC

Add a subrule to “Zoning Targets”, called “Buildings”:-

Each Block may contain one or more Buildings, tracked in the Auld Anchorage wiki page as symbols (listed in brackets below) in their block’s square.

As a Staff Action, a Councillor who supports a Party which is in Power may remove a Zoning Target from the map and replace it with a Building. Valid Buildings are:-

  • Church (†) A block with a Church may not be gerrymandered.
  • Nature Reserve (^) A block with a Nature Reserve ceases to support any Party and cannot be made to support a Party.
  • Housing (×) For each Housing Building in a block, that block counts as one extra block (identical to itself but lacking all Housing) for the purpose of the “Surveys” rule.
