I don’t think the second aspect is a problem, though - you can still physically send me illegal PMs, they’re just illegal from the game’s perspective. In the same way that you can physically post three “proposal” category posts in a row, even though the third would not be a legal proposal.

I really dislike having something that you are not legally allowed to do, but still can do it due to limitations in how we enforce legal actions, and doing so still can effect gamestate.

How can it affect gamestate? For “As a daily action, a Believer may attempt to form a new Cult by sending a Private Message [of format X]”, the first such message they send will be their daily action, but a second the same day would just be a meaningless Private Message that happened to fit the criteria.

That doesn’t effect gamestate. But if we assume private messages asking to join a cult *are* gamestate (because they can change gamestate, and you have to delete them) then they cannot be sent unless the rules say you can. So any requests to join Cults are currently illegal.

Oh, got you, they’re Gamestate because they’re “information which the Ruleset regulates the alteration of”, if a rule lets me delete them. I’d say that means that “a Private Message from a Believer asking to join a Cult” is an item of gamestate which can only be created when the ruleset allows it, and that anyone sending me a PM of “hello I would like to join a Cult” doesn’t count as one from the perspective of the ruleset. Not a flaw with the way we handle gamestate, but a flaw with the way I wrote the dynastic rule, and we should fix that.
