Add an Maintenance sub-rule to Construction:
Whenever the Hegemonist increases the Stocks of Commodities of a Country due to posting a Market Position, e shall reduce the Metal stocks of said Country by 2 Metal per Construction that Country controls.
If the Hegemonist is unable to reduce a Country’s Stock of Metal, the Hegemonist shall {Make a Post} with subject “Maintenance Warning: Country X #NNNâ€, where “X†is the name of the Country lacking metal and “NNN†is a sequential number starting at 001 for each Country. The #NNN maintenance counter for a Country shall be reset to 001 every time the Hegemonist is able to reduce that Country’s Stock of Metal in the manner of this rule.
Whenever the Hegemonist posts a “Maintenance Warning: Country X #NNN†with a #NNN greater than 002, the Hegemonist shall demolish a Construction at random in a Territory controlled by that Country.
Add “The total number of Constructions a Country controls” to the list in Quick Reference.
Add “A Country may demolish a Construction (even an incomplete one) e controls at any time.” to the Construction rule.

This makes production-enhancing buildings nigh useless.
My suggestion: increase the cost to 4 or 5 metal per construction, but restrain it to constructions with type combat. This seems more fair and in flavor. Upping that cost when the country is not at war could be interesting as well.
