Enact a new rule, “The Chambers”:-

The Alien is psychically encouraging the construction of a number of mysterious Chambers, listed as subrules to this rule. An Infected may either occupy a single Chamber, or be Roaming; by default each Infected is Roaming. Infected who occupy a Chamber are tracked in a list at the end of that Chamber’s rule, as “Occupants: [list of occupants]”.

If a Proposal adds a single subrule to this rule, and makes no other changes to the ruleset, then it is known as a Hive Proposal. When a Hive Proposal enacts, every Infected whose vote for the Proposal was FOR becomes an Occupant of that Chamber, and ceases to occupy any Chamber they were occupying previously.
