Proposal: Adminify Bucky

Given that I have been (illegally) fixing horrendous typos in the ruleset that would have crippled gameplay (as concerned with the affected rules), and am consistantly the only player who would admin a proposal that timed out between midnight and 3 am:
1)Make Bucky an admin
2)Legalize any typo fixes by Bucky from before this proposal was posted.
