Proposal: Again, with slightly less flavour

Add a rule, “Events”:

The Executor may cause an event to happen by making a story post to the blog, the title of which must contain the word “Event”. The post should detail the effects of the event. The event may cause gamestate changes that may be applied immediately, or later, as specified by the event. Events may not be created more than once every 96 hours, and may not modify the rules.

against I’d prefer something a bit more predictable, rather than forcing players to second-guess the whims of the Executor - even if it was just one of a few basic event types (“A specific Guest dies unless a Crisis is enacted to save them! Or a specific Room becomes out-of-bounds for 24 hours! Or the lights go out!”) which I would select with a die roll and then put some narrative spin on.

I wouldn’t want to foil someone’s ingenious long-term strategy by pulling a weird gamestate change out of the air.

I wouldn’t refuse to invoke this rule if most people wanted the game to work this way, I’m just commenting that games allow for more interesting strategies if the players have a clear idea of what can and can’t suddenly happen. (I’d still include a lot of will-roll-to-see-who-this-affects randomness in any event I announced, though.)
