Proposal: Back by Internal Riot

Add a new Rule to the Ruleset as a subrule of the rule called “In or out?”.  Call the new rule “Welcome Back” and give it the following text:

If an Outsider is supported by a Quorum of Insiders, any Insider may cause that Outsider to become an Insider by updating the GNDT accordingly. The former Outsider’s Support then becomes the Insider who performed this action.
